De Chinese Wouden, maandag 15 januari: uitslag Taiwanese verkiezingen, Belgisch bezoek, Jemen
Er is ook China-nieuws, scroll gerust voorbij de voorlopig laatste Taiwan-overload.
De Taiwanese verkiezingen zijn zo geëindigd als we al verwachtten. De DPP-kandidaat en huidige vicepresident (William) Lai Ching-te 賴清德 (Lài Qīngdé) heeft gewonnen met het merendeel van de stemmen. In het parlement verloor de DPP haar meerderheid en is nu de tweede partij. Geen partij heeft een meerderheid.
Lai wordt op 20 mei ingezworen; het nieuwe parlement begint al op 1 februari.
Met 40,05% is Lai hoger geëindigd dan de peilingen. Ook is een derde overwinning in de presidentsverkiezingen voor dezelfde partij op rij nooit eerder voorgekomen in Taiwan. Zoals we ook weten van soortgelijke systemen in bijvoorbeeld de Verenigde Staten is dit altijd een enorm moeilijke opgave. Lai mag blij zijn.
Tegelijkertijd heeft de DPP wel een grote uitdaging. Ten eerste heeft Lai met 40% niet de legitimiteit van President Tsai Ing-wen met haar meerderheden van 56% en 57%. Ook heeft hij, in tegenstelling tot Tsai, geen parlementaire meerderheid.
De DPP is in de Wetgevende Yuan nu tweede partij met 51 zetels van de 113, tegen 52 voor de KMT en 8 voor de TPP. (Nog 2 gaan naar onafhankelijke kandidaten die doorgaans met de KMT meestemmen.) Dat betekent dat de TPP een sleutelrol heeft. Hoe die verhoudingen zich zullen uitkristalliseren wordt de komende dagen duidelijk in de eerste slag van deze strijd: die om parlementsvoorzitter.
De KMT zal een claim doen voor hun partijlijstaanvoerder Han Kuo-yu – de China-vriendelijke populist die door de kiezers afgezet werd als burgemeester van de zuidelijke stad Kaohsiung nadat hij verloor van Tsai Ing-wen in 2020. Als de TPP meehelpt, dan zullen de komende jaren een luidruchtige publieke strijd worden tussen de regering onder Lai en het parlement onder Han.
Kosten van levensonderhoud speelden een belangrijke rol in deze verkiezingen. Voor veel jonge mensen die Taiwans onafhankelijkheid en democratie als vanzelfsprekend zien (of in ieder geval als niet in accuut gevaar), zal dat doorslaggevend zijn geweest in hun keuze voor de TPP. Dit kan het begin zijn van aardverschuivingen in de politieke logica van Taiwan. Maar vooralsnog is de China-factor nog altijd de zwaartekracht die veel mensen weer naar aarde brengt als ze eenmaal in het stemhokje staan.

Hoe gaat de TPP zich opstellen, nu met met zijn acht zetels de sleutel in handen heeft in het Taiwanese parlement?
Gaat KMT-lijstaanvoerder Han Kuo-yu – de populistische verliezer van de presidentsverkiezingen in 2020 – erin slagen parlementsvoorzitter te worden?
Wat voor signalen geeft China af op de korte termijn en komen er beleidsaanpassingen op de lange termijn? Let op:

Nu ik mijn commentaar zo teruglees, moet ik een beetje schrikken van de implicaties van het vaststellen van een mislukking. Maar het klopt wel. De economische lokroep, de agressieve inmenging, de militaire dreiging: het werkte niet goed genoeg om de KMT aan het presidentschap te helpen.
De open vraag is of China de realiteit ook zo hard interpreteert als hij is, of dat Peking zich verschuilt achter het feit dat Lai en de DPP niet de meerderheid van de Taiwanezen achter zich hebben gekregen. De eerste reactie wijst op de laatste op de korte termijn, of er de komende dagen en daarna structureel wat verandert is nog een open vraag.

Wat me het meest opvalt aan de Chinese reactie is de nadruk op Pekings eigen ‘één-Chinaprincipe’ in de veroordelingen van de uitslag en de buitenlandse felicitaties. Chinese diplomaten liegen regelmatig dat Pekings principe de internationale consensus zou zijn. Daarbij negeren Chinese diplomaten dat landen elk een eigen één-Chinabeleid hebben. Het taalgebruik in de verklaringen hierboven is consistenter en doet echter vermoeden dat de woordkeuze centraal is bepaald.
Een van mijn voorspelde Chinese reacties was minder geduld in Peking met afwijkend Taiwanbeleid bij andere landen. Dit zou een begin kunnen zijn van pogingen om de vrijheid die we andere landen nemen om met Taiwan om te gaan verder in te perken.
