De Chinese Wouden, maandag 11 september: China traineert G20, spion in Westminster
De consensus is steeds meer dat Xi Jinping de G20-top in India over heeft geslagen vanwege geopolitieke redenen en problemen met India. Hij ging wel naar de BRICS-top in Zuid-Afrika. Ook loopt hij gewoon rond in China zelf. Natuurlijk speelt binnenlandse politiek een rol – de keizer hoeft en kan het land minder makkelijk verlaten nu hij voor alles verantwoordelijk is. Maar de onwil om het grootmachtmoment van de Indiase Modi luister bij te zetten zal ongetwijfeld een rol hebben gespeeld, net als de ruwe onderhandelingen.
Want de Chinese opstelling in Delhi was niet bepaald meegaand. Media berichten over pogingen om klimaatmaatregelen te verbinden aan toezeggingen op het gebied van halfgeleiders, problemen met het noemen van Oekraïne en een laatste poging om alsnog de Verenigde Staten de rol van gastland in 2026 af te nemen.
Het BRICS-feest, het wegblijven van Xi bij de G20 en de al langer steeds hardere opstelling van China laat zien dat Peking van plan is om internationaal gebruik te maken van de macht die het heeft. In het binnenland is dat een ander verhaal, zoals een verhelderend stuk van de WSJ over de onwil om maatregelen te nemen die de economie zouden kunnen stimuleren.
Ondertussen is er in Londen onrust nu naar buiten is gekomen dat afgelopen maart een parlementair assistent is gearresteerd die voor China zou hebben gespioneerd. Betrokken personen spreken over een specifiek figuur die actief bezig was kritisch Chinabeleid te ondermijnen. Dit zal een blijvende impact hebben op hoe men China ziet in het Verenigd Koninkrijk. In Canada is die verandering al ingezet; de Chinese ambassade dreigt met consequenties n.a.v. een aankondiging van een onderzoek naar Chinese inmenging in de Canadese verkiezingen.

CICIR dient als front om informatie te kunnen verzamelen, interactie met buitenlandse tegenhangers te kunnen organiseren en om gebruik te kunnen maken van Chinese academici, die in ruil voor medewerking hun werk kunnen doen. Interessant in ieder geval dat je dit als weer een voorbeeld kunt zien van MSS die zich mengt in buitenlands beleid.
