De Chinese Wouden, maandag 11 december: top EU-China, spanningen tussen Filipijnen en China
De South China Morning Post blijft nog altijd een onmisbare bron, ondanks de steeds grotere politieke problemen rond de Hongkongse krant. Na afloop van de EU-China-top van vorige week komt verslaggever Finbarr Bermingham met een kijkje achter de schermen.
De indruk van een welwillende president Xi Jinping en een luisterende premier Li Qiang geven een beeld van een top die ietsje beter ging, dan ik zelf had verwacht of zelfs vrijdag nog schreef. Blijkbaar wil China nog meer moeite doen dan ik al dacht om de sfeer in de relatie met Europa te verbeteren. Dit is goed nieuws. Ik hoop dat de dialoog geslaagd is om onze zorgen over te brengen.
Ik ben wel benieuwd wat voor concrete maatregelen er zullen volgen. Want als ik de uitkomsten lees, dan is het nog magertjes. Grotere zorg is de Chinese retoriek. Bermingham mag in de woorden van Xi Jinping dat Europa geen vassal is enig begrip voor onze situatie zien, ik lees het anders.
Het taalgebruik van Xi is – zoals dat de grote leider betaamt – een vriendelijkere versie van taalgebruik dat Peking vaker bezigt, over een Europa dat geen vassal is van derden (lees: de Verenigde Staten) maar een autonome pool in een multipolaire orde. Dat is een verkapte oproep. Wat Xi deed is volgens mij voorschrijven in de vorm van beschrijven.
Ik voel me gesterkt in die visie door het commentaar van Xinhua na de top. Daarin stelt het staatspersbureau dat de betrekking tussen EU en China gestoeld moet zijn op (i) wederzijds begrip, (ii) een correct perspectief en (iii) een fundament van publieke opinie. Met andere woorden: volgens de schrijver bestaat het probleem niet uit de systematische zorgen van Europa over China, maar zit het hem in ‘misverstand’.
Net als dat mensen niet doorhadden dat Xi Jinpings oproep tot een schattiger/more loveable China vooral een oproep was om te zorgen dat de wereld deze ‘waarheid’ beter door zou krijgen, zo missen mensen nu wat het vooral lijkt te zijn: een oproep om te zorgen dat Brussel gaat leren hoe het China ‘correct’ moet beschouwen.
Welke manieren Peking gaat gebruiken om die les door te laten dringen, moeten we nog zien. Wat we gaan zien, zal niet zwart-wit zijn: zulke dingen komen altijd in een mengsel van positieve en negatieve aanmoediging.
De spanningen tussen de Filipijnen en China in de Zuid-Chinese (of West-Filipijnse!) Zee nemen nog altijd toe. In de Filipijnse EEZ worden Filipijnse scheepjes aangevallen door de Chinese kustwacht en militie. Het geplande kerstkonvooi om de eigen mensen op de post een hart onder de riem te steken moest omkeren vanwege Chinese tegenwerking. Waterkanonnen van de Chinese kustwacht zorgden voor zoveel schade aan Filipijnse boten dat een commentator zich afvroeg op welk moment het onderscheid tussen het gebruik van wapens en waterkanonnen nog houdbaar is. Als er iets in de regio gaat escaleren de komende weken, dan is het dit flashpoint.

Dit commentaar is dus juist een voorbeeld van de Chinese claim dat het grootste probleem inderdaad die ‘misverstanden’ zijn. Om de problemen met Peking op te lossen moet Brussel gewoon het ‘correcte’ wereldbeeld van China overnemen en de eigen publieke opinie bijstellen.

Net als met de Huawei Mate 60 Pro is nu ook de zaak je bewust te zijn van de propaganda van alle kanten. Als dit inderdaad klopt, zou het een doorbraak zijn. Dat betekent niet dat de maatregelen nutteloos zijn – het nieuwsbericht hieronder over een spring in Chinese bestellingen voordat Nederlandse beperkingen echt bijten per 2024 is bewijs dat niet alle maatregelen al in werking zijn. Hoe groot is de afhankelijkheid van niet-Chinese machines en onderdelen?
Bovendien was het Amerikaanse doel om de Chinese innovatie te stoppen. Het duurt altijd een tijd voordat alle momentum uit de bestaande ontwikkelen opgebruikt is. Om te bepalen of de beperkingen werken moeten we nog een tijdje wachten.
Dat neemt niet weg dat ook dit nieuws een teken is dat we de Chinese innovatiekracht niet moeten onderschatten.

Dit is waarom critici Ko een opportunist noemen: hij is enorm bijgedraaid nu hij zonder samenwerking met Hou de KMT-achterban definitief kwijt is en moet gaan concurreren met de gematigde middenstemmers die in 2016 en 2020 voor Tsai Ing-wen stemden. Let ook op hoe hij de nadruk legt op hoe de gematigde en progressieve reputatie van Tsai haar een bredere achterban opleverde dan de DPP. Door haar te beschrijven als ‘gematigder’ dan de meeste DPP’ers, kan hij claimen dat hij haar erfenis beter vertegenwoordigd dan Lai Ching-te, over wiens zogenaamde ‘extreme’ steun voor ‘onafhankelijkheid’ veel misverstanden bestaan.
