De Chinese Wouden, maandag 1 mei: China sluit zich af van de wereld
China probeert weer redelijk te klinken naar Europa toe. Inderdaad hebben we niet weer zulke uitspraken als die van Lu Shaye gehoord. Maar we kunnen ook hints over het Chinese wereldbeeld afleiden uit andere bronnen dat een opgewonden diplomaat die net iets te vrijuit zijn echte mening deelt.
Toen de Amerikaanse complottheoreticus Seymour Hersh zijn ongefundeerde beschuldigingen richting de VS uitte over de Nord Stream-explosie, waren de claims niet weg te slaan van het Chinese avondnieuws, de persconferentie van het ministerie van buitenlandse zaken en zelfs de Chinese bijdrages in de VN-veiligheidsraad. Nu Denemarken foto’s blijkt te hebben van een Russisch aanwezigheid rond de tijd van de explosie, horen we niks uit Peking.
Verder is de Chinese ambassadeur in Brussel Fu Cong niet zo uitgesproken als de ondiplomatieke Lu, maar hij zegt wel steeds dat de oorzaken van de ‘crisis’ in Oekraïne complexer zijn dan Europa denkt en nu heeft hij de twee meest uitgesproken Poetin-vrienden in het Europees parlement getroffen: de extreemlinkse Ierse Clare Daly and Mick Wallace.
Dat volgens bronnen van SCMP Peking verrast zou zijn door de onrust die de uitspraken van Lu in Europa hebben veroorzaakt spreekt van een zorgelijke blindheid. Uit een overzicht van Chinese reacties op het telefoongesprek van Xi met Zelensky, samengesteld door een Xinhua-medewerker op Substack, blijkt ook een gebrek aan begrip van Europa. Dit gaat China nog opspelen nu het probeert invloed uit te oefenen op de China-papieren die in Brussel op dit moment geschreven worden. Helemaal nu Chinese elektrische autobouwers de Duitse concurrentie overweldigen, zou ook in Berlijn bijvoorbeeld snel veel kunnen doen schuiven.
Het belangrijkste nieuws van deze eerste nieuwsbrief van weer een korte week is de manier waarop China zich afsluit van de wereld. Eerder had ik al nieuwsberichten over verdwijnende rechtszaken uit databases en academische bronnen die ontoegankelijk worden voor buitenlanders. Nu lijken ook de diensten waar buitenlandse investeerders afhankelijk van zijn de nationale veiligheids-behandeling te krijgen. Het wordt er niet veiliger op in China.

Wel of niet muilkorven van diplomaten is niet waar het om gaat. Het probleem zat hem bij de standpunten en het feit dan het inderdaad geloofwaardig is, dat veel in Peking intern inderdaad zo denken. Dat Peking ook al zo verbaasd was, dat het ‘no limits’ met Rusland zo slecht viel, duidt op een disconnect met de Europese realiteit.
