De Chinese Wouden, donderdag 9 maart: Nederland kondigt exportcontrole halfgeleiders aan
Minister voor buitenlandse handel en ontwikkelingssamenwerking Liesje Schreinemacher (VVD) heeft met een interview in De Telegraaf, een campagnetweet van de VVD en een brief aan de Tweede Kamer aangekondigd dat er exportcontrolemaatregelen aankomen voor productieapparatuur van halfgeleiders (SME, semiconductor manufacturing equipment). Het gaat – zoals verwacht – om uitbreiding naar de geavanceerde DUV-machine’s. De meest moderne EUV-machine’s mochten al niet naar China.
Goede internationale burger Nederland gaat proberen het te regelen via de Wassenaar Arrangement, maar verwacht moeite om de benodigde consensus te bereiken – Rusland is ook lid. Dus gaat het ondertussen via een nationale regeling. Die moet voor de zomer af zijn.
Geen verrassingen. Niet in de VS en Japan, met wie een tijd terug al een overeenkomst bereikt zou zijn. Niet onder het publiek, die deze maatregelen al zo had voorspeld. Ook niet in Brussel en Peking, waarmee men volgens de brief en het interview al in gesprek was over de maatregelen. Bovendien is het heel handig gelanceerd in de drukte van de Twee Zittingen en een anti-Amerikaanse campagne in China. Japan zou volgens Reuters ook deze week nog zijn maatregelen aan kunnen kondigen.
Het is makkelijk om te zeggen dat Nederland heeft toegegeven aan Amerikaanse druk en een balans heeft gezocht tussen touwgetrek uit Peking en Washington. Maar dit gaat niet enkel om externe druk. We hebben ook eigen belangen bij het controleren van de uitvoer naar China. De minister noemt drie redenen in de brief: ongewenst eindgebruik, strategische afhankelijkheden en verlies van technologisch leiderschap. Die factoren zijn allemaal in het spel met het China van Xi Jinping zoals dat ook weer naar voren kwam in mijn overzicht gisteren. Wat dat betreft is de lancering deze week ook strategisch gekozen voor binnenlandse redenen: los van verkiezingscampagne helpt de dagelijkse berichtgeving over de Twee Zittingen het kabinet ook met het overbrengen van de context en noodzakelijkheid aan de bevolking.
Er is bevestiging van Speaker Kevin McCarthy dat hij van plan is Tsai Ing-wen te ontmoeten en van het kamp van Tsai dat de plannen voor transits tijdens de reis naar Latijns Amerika in de maak zijn.
