De Chinese Wouden, dinsdag 9 mei: Europese sancties, Oh Canada, Lindner
Twee nieuwsberichten die tot boze reacties en eventuele vergelding vanuit Peking zouden kunnen leiden, uit Brussel en Ottawa.
In Brussel komt bij de volgende sanctieronde om Oekraïne te helpen voor het eerst een aantal Chinese namen voor op de lijst. Deze bedrijven zouden betrokken zijn bij het (door)verkopen van materialen voor de Russische oorlogsvoering. Het Chinese ministerie van buitenlandse zaken toont zich al ontstemd. Ze kunnen eerst echter afwachten of de vereiste unanimiteit in de Raad ook gehaald gaat worden.
De Duitse minister van buitenlandse zaken zou naar China, maar op het laatst is zijn bezoek ineens afgezegd. Speculatie is dat dit een poging is om – geheel in de stijl van communistische verenigd front-tactiek – de FDP te isoleren binnen de Duitse regeringscoalitie als negatief voorbeeld en te straffen voor kritische geluiden over China en bezoeken aan Taiwan. Voor de Duitse klimaatvertegenwoordiger is wel tijd.
Na de bezoeken van vicepresident Han Zheng aan het VK, Nederland, en Portugal komt de Chinese minister van buitenlandse zaken Qin Gang naar Duitsland, Frankrijk en Noorwegen. De hoogste Chinese diplomaat Wang Yi had telefooncontact met een Britse hoge functionaris. Het bezoek van diplomaat Wang Lutong aan Italië had waarschijnlijk meer te maken met het vermeende plan het Belt and Road Initiative-memorandum op te zeggen. Maar verder kunnen we wat mij betreft spreken van een diplomatieke offensief richting Europa!
De politieke onrust in Ottawa over rapporten van de veiligheidsdiensten over Chinese inmenging in de Canadese politiek heeft nu tot de eerste consequentie geleid. Canada wijst een Chinese diplomaat uit die betrokken zou zijn geweest bij het bedreigen van een parlementariër en zijn familie. Daarnaast gaat het ook maatregelen nemen op het gebied van wat wij in Nederland kennisveiligheid noemen. En misschien willen ze wel bij AUKUS, het militaire samenwerkingsverband van Australia, het Verenigd Koninkrijk en de Verenigde Staten, nadat ze eerder al een eigen beleid voor de Indo-Pacific aan hadden gekondigd. Dit leidt een nieuw tijdperk in voor de betrekkingen tussen China en Canada.
