De Chinese Wouden, dinsdag 7 maart: Twee Zittingen, Tsai Ing-wen naar de VS, Huawei uit Duitsland
De toespraak van Xi Jinping voor de delegatie van de provincie Jiangsu, waar hij deel van uitmaakt, afgelopen weekend bevatte ook een zeldzame expliciete uithaal naar de Verenigde Staten en het door de VS geleide Westen die ik gisteren had gemist tussen alle nieuwsberichten door. Hij stond dan ook niet in de Engelstalige berichten van Xinhua, maar WSJ heeft de Chinese versie wel goed gelezen. De context van de opmerking is dezelfde als een wel door mij aangehaalde hoofdredactioneel commentaar in het Volksdagblad dat ook waarschuwt voor een turbulente internationale omgeving.
Volgens bronnen van de Financial Times en Reuters zal Taiwans president Tsai Ing-wen gebruik maken van stopovers in New York en Californië op weg naar Latijns-Amerika om de Amerikaanse parlementsvoorzitter Kevin McCarthy te ontmoeten. Volgens bronnen heeft Tsai Ing-wen een uitnodiging geaccepteerd om te spreken bij de Ronald Reagan Presidential Library in Californië, die bevestigt dat ze is uitgenodigd.
De beslissing zou ingegeven zijn door inlichtingen over mogelijke Chinese reacties op een bezoek van McCarthy aan Taiwan die Taipei gedeeld zou hebben met het kamp McCarthy. Dat maakt duidelijk, dat Taipei ook bereid is de boot af te houden, wanneer men daar het risico niet de moeite waard acht. Een transit valt mee. Tsai is al eerder op die manier in de Verenigde Staten geweest. In 2019 gaf ze ook al een toespraak op Columbia University in New York. Wel is de locatie dit keer wat politieker, de temperatuur hoger en een ontmoeting met McCarthy ook nieuw.
Misschien dat de zittende regering ook niet blij was met het beeld van nodeloze provocatie dat de Chinezen wisten te creëren rondom het bezoek van Pelosi. In de aanloop naar de verkiezingen van januari 2024 kan de DPP het toonbeeld van een agressief en onredelijk China goed gebruiken, maar moet het uitkijken de KMT geen munitie te geven voor de gebruikelijke beschuldigingen van roekeloze ideologische provocaties. Volgens Handelsblatt en Zeit Online gaat de Duitse regering het gebruik van Chinese leverancier als Huawei en ZTE in de telecomindustrie verbieden. Bestaande apparatuur zal uit kritieke infrastructuur verwijderd moeten worden. De bedrijven zijn toentertijd gewaarschuwd, maar wilden niet luisteren. Rapport is nog niet af, dus interessant dat het nu al lekt. Wijst op de rappe verharding nu men zich in Europa bewust wordt van kwetsbaarheden.
