De Chinese Wouden, dinsdag 25 april: China erkent onafhankelijkheid Balten wel, toekomst China-beleid EU
Zoals te verwachten viel, heeft het Chinese ministerie van buitenlandse zaken vandaag geprobeerd de boel te kalmeren na controversiële uitspraken van ambassadeur Lu Shaye op de Franse televisie. Het ministerie zegt dat de positie van China onveranderd is en dat het de soevereine status van de voormalige Sovjetrepublieken erkent. Ook gaf de Chinese ambassade in Frankrijk een verklaring uit, waarin de woordvoerder stelde dat de uitspraken van Lu geen beleid maar slechts persoonlijke opvattingen waren. Voor Peking is dat stevig. De verwijdering van het transcript geeft aan, dat men pas op de plaats maakt.
Tegelijkertijd waren er geen excuses, maar vooral Chinees slachtofferschap. Zowel het ministerie als de ambassade waarschuwen voor ‘verdraaiingen’ door kwaadwillende Westerse media. Ook klinkt de claim dat China’s positie op het gebied van de territoriale integriteit van de betroffen landen consistent en duidelijk is niet al te overtuigend; China is niet altijd duidelijk en consistent is over wat die positie nu precies inhoudt.
De Baltische staten zijn nog steeds niet helemaal blij, omdat ze niet erkennen voormalige Sovjetrepublieken te zijn – hun standpunt is dat hun landen onrechtmatig bezet werden door de Sovjetunie nadat die met Nazi-Duitsland Oost-Europa verdeelde.
Na de ophef over de uitspraken van Macron hadden we hier weer nieuwe ophef in Europa. Ik doe er enthousiast aan mee en het is natuurlijk ook leuk voor de nieuwsjunkie die ik ben. De vraag is, of ik daarmee niet te veel afleid van de grotere trends. Ondertussen is er namelijk ook een langduriger debat gaande over de toekomst van het Europese China-beleid. In de SCMP stond een goed stuk met de stand van zaken.
Ook gaf de Chinese ambassadeur in Brussel Fu Cong een veelzeggend interview. Fu probeert nog steeds hard om ons los te weken van de Verenigde Staten. Daarnaast gebruikte zijn collega Zhang Jun in New York de kans van het controversiële door Rusland in hoedanigheid van voorzitter van de VN-veiligheidsraad georganiseerde debat over de toekomst van de wereldorde. Zhang viel de huidige Amerikaans-Westerse dominantie hard aan.
Die uitspraak van Lu is slechts een stormpje in de klimaatverandering die gaande is.

China’s position on relevant issues remains unchanged.
As to issues related to territorial sovereignty, China’s position is consistent and clear. China respects all countries’ sovereignty, independence and territorial integrity and upholds the purposes and principles of the UN Charter. After the Soviet Union dissolved, China was one of the first countries that established diplomatic ties with the countries concerned. Since the establishment of diplomatic ties with these countries, China has followed the principles of mutual respect and equality in developing friendly and cooperative bilateral relations with them. China respects the status of the former Soviet republics as sovereign countries after the Soviet Union’s dissolution.
As to the Ukraine issue, China’s position is clear and consistent. We will continue to work with the international community to make our own contribution to facilitating a political settlement of the Ukraine crisis.
Some media have sought to misrepresent China’s position on the Ukraine issue and sow discord between China and the countries concerned. This calls for vigilance.

The Soviet Union was a federal state and as a whole was one subject of international law in international relations. This does not negate the republics’ status as sovereign countries after the Soviet Union’s dissolution.

China has established and developed sound relations with Ukraine in line with the purposes and principles of the UN Charter and the Five Principles of Peaceful Coexistence. Any attempt to drive a wedge in or disrupt China’s relations with relevant countries are ill-intentioned and will not succeed.

Fu zegt dat de betrekkingen van Europa met China niet door een issue bepaald moeten worden. Dat zegt China ook tegen India als Delhi klaagt over de territoriale conflicten in de Himalaya. Dit is precies tegenovergesteld aan de behandeling van hoofduitdager Amerika; de Verenigde Staten krijgt te horen dat stabiliseren van de betrekkingen pas kan volgen op beter gedragen van Washington op specifieke issues.
