De Chinese Wouden, dinsdag 21 maart: Xi in Moskou, Kishida in Delhi
Xi Jinping is aangekomen in Moskou en heeft nog geen hele schokkende dingen gezegd. Wel bevestigen zijn verklaringen tot nog toe de overeenkomsten tussen Russische en Chinese visies op de oorlog in Oekraïne. Maar als je alle grootse media-aandacht eromheen bekijkt – ga eens naar het speciale portaal van Xinhua! – dan valt je op dat het om veel meer gaat. Er is een ware publicitaire golf in binnen- en buitenland die benadrukt wat voor goede vrienden Rusland en China zijn.
Gisteren bij VPRO Bureau Buitenland op NPO Radio 1 maakte ik dit punt ook al: de Chinese propaganda grijpt het staatsbezoek aan om de betrekkingen met Rusland te presenteren als model voor de wereld. Het dient voor de niet-Westerse wereld als tegenhanger van de dwingelandij en het interventionisme dat Peking achter Amerikaanse bondgenootschappen ziet. Twee grootmachten die hun win-win samenwerking uitbouwen!
Schokkend voor Europese oren is de claim van Xi Jinping dat China samen met Rusland de internationale rechtsorde verdedigt. Tegen wie?
Ik heb een aparte sectie over het bezoek van de Japanse president Kishida Fumio aan India en de toespraak die hij daar heeft gehouden over de Free and Open Indo-Pacific. Dat komt in deze Chinanieuwsbrief, omdat we hier naast Rusland-China een andere mogelijke nieuwe wereldorde in wording zien. Kishida bouwt hier voort op wegbereider en voorganger Abe Shinzo. Die zag ook al een rol voor Japan weggelegd in het veiligstellen van de eigen regio. Europa is niet de enige plek waar men na aan het denken is voor alternatieven in het geval van een verzwakte Verenigde Staten.
Voor Nederland relevant is het interview dat de Chinese ambassadeur Tan Jian had met het Financieel Dagblad over de exportcontroles in de halfgeleiderindustrie. Het hele interview is een goede illustratie van de oneerlijkheid waar China zich mee geconfronteerd ziet. Daar zit vooral de Verenigde Staten achter. Het dreigement richting Nederland dat er consequenties zouden kunnen zijn voor ons moet je natuurlijk wel serieus nemen, maar wij zijn te belangrijk als handelspartner en als speler binnen de hopelijk strategisch autonome Europese Unie om al te zwaar te grazen te nemen. Dat kan natuurlijk veranderen als ons Chinabeleid nóg verder opschuift.
