De Chinese Wouden, dinsdag 11 april: Macron maakt mensen boos
Macron heeft veel stof op doen waaien met zijn feestelijk staatsbezoek aan China en enkele boude uitspraken tijdens een interview met POLITICO en Les Echos in aan boord van Cotam Unité op de weg terug. Beide moeten Peking hebben bevestigd dat de Chinese strategie om Europa los te weken van de VS voortgang boekt. Zoals we ook zagen aan het begin van de invasie van Oekraïne, heeft Macron er een handje van uit de losse pols dingen te zeggen die zijn adviseurs dan moeten wegpoetsen. Ook is POLITICO – van dezelfde uitgever als Bild – in zijn sensationalisme soms niet altijd betrouwbaar. Ik raad Franssprekende aan de volledige versie in Les Echos te lezen.
Dan is er nog genoeg om je zorgen over te maken. Het meest problematische is dat hij Chinese retoriek over Taiwan lijkt te echoën. Ook zal zijn visie van Europa als derde pool naast China en de VS niet overal goed ontvangen worden – het hoofdredactioneel commentaar van de Wall Street Journal herinnerde hem er al aan dat de VS Europa uit de brand moest helpen toen Rusland Oekraïne binnenviel. De toespraak die Macron volgens berichten over Europa zou houden tijdens zijn staatsbezoek aan Nederland deze week geeft hopelijk meer duidelijkheid.
Het is logisch om een dialoog met China te blijven voeren. De Europese belangen zijn de Amerikaanse niet. Dan nog is het contraproductief om zo enthousiast een feestelijk Chinees propagandafestijn in te lopen als Macron de afgelopen dagen heeft gedaan. Scholz hield het in ieder geval sober en bovendien ging hij ook naar Tokio, wat getuigt van iets meer geopolitiek inzicht. Bovendien is het ook een feit, dat we voor onze defensie nog gewoon afhankelijk zijn van het verfoeide Amerika.
Er is een ironisch americentrisme in de eendimensionale visie op Europese strategische autonomie van Macron, die voorbijgaat aan wat landen als Japan, India, de Filipijnen maar ook Taiwan zelf doen (en vergeet China niet!). Juist door de Europese houding ten opzichte van Oost-Azië zo te definiëren in termen van onze positie t.o.v. grootmachten VS en China, negeert de Franse president de autonome Europese belangen in de regio. Ook heeft hij een verenigde Europese positie ten opzichte van China ondermijnd.
Deze rotzooi staat namelijk in schril contrast met de welafgewogen toespraak van Von der Leyen. Of ze zo is vernederd door haar behandeling naast Macron tijdens het bezoek aan China, zoals sommigen beweren, betwijfel ik. Ze wist waar ze voor tekende. Dat ze haar boodschap heeft kunnen overbrengen, is al wat waard. Het probleem is dat deze boodschap gelijk ondermijnd werd door Macron. Hiermee bevestigde hij de Chinese gedachte dat ze ons in Europa tegen elkaar uit kunnen spelen.
Na de duidelijke toespraak van Von der Leyen, waarin de Commissievoorzitter een overzichtelijk raamwerk introduceerde om na te denken over de relatie van de EU met China, werd de manier waarom de Franse president zich gedroeg een hulpmiddel voor Peking bij het uitvoeren van de verenigd front-strategie om mensen te isoleren die een sterkere positie innemen tegenover Chinese druk.
De belangrijkste uitkomst van Macrons geopolitieke getover is een serie zakelijke successen voor het Franse bedrijfsleven in ruil voor een publieke verzwakking van de Europese Commissie, een kras op het Europese imago in Washington en in de Indo-Pacific, en verzwakking van de afschrikking (deterrence) van Chinese militaire bedreiging van Taiwan. Ondertussen heeft Xi niks toegegeven op Oekraïne.
China speelt een belangrijke rol in de oorlog in Oekraïne. Het geeft politieke rugdekking aan Rusland in mondiale fora en blijft handel drijven. Tegelijkertijd is de terughoudende rol van China ook nog in Europas voordeel: Peking zou nog veel explicieter Moskou kunnen helpen of zelfs wapens gaan leveren. Ook zou een Chinese rol bij toekomstige onderhandelingen nuttig kunnen zijn – tenzij Rusland overduidelijk verslagen wordt, is Moskou niet zomaar naar een onderhandelingstafel te bewegen zonder een format als de Six-Party Talks, waarbij Pyongyang de vriendelijkere China en Rusland mee kon brengen als tegengewicht.
Maar door die twaalf principes voor een politieke oplossing (het ‘vredesplan’) al té serieus te nemen, riskeer je wel voortijdig concessies te doen aan een vrij Rusland-vriendelijke visie op een na-oorlogse ordening. Xi Jinping denkt niet de oorlog zomaar op te kunnen lossen. Echter, hij kan zich met de twaalf punten aan een mondiaal publiek wel als de constructieve partner presenteren. Belangrijker is, dat hij ook China als natuurlijke betrokkene bij een toekomstige oplossing kan positioneren. Gezien de sympathie in Peking voor het Russische wereldbeeld is dat niet een concessie die Europa nu al zondermeer weg moet geven.

Kritiek op de ontmoetingen met McCarthy en Pelosi komt vaak neer op beschuldigingen van het nodeloos op de spits drijven van de situatie. Doormodderen is inderdaad hoe Taiwan zo ver gekomen is. Ik voel echter steeds meer sympathie voor het standpunt dat de Chinese oefeningen nuttig zijn. Oekraïne had 2014 om het leger en de samenleving wakker te schudden. Taiwan zou zoiets niet overleven. De Chinese militaire dreiging komt nu wereldwijd en binnenlands binnen op een manier die misschien de benodigde militaire hervormingen en andere aanpassingen mogelijk kan maken. Want aan de Chinese dreiging tegen Taiwan op de lange termijn voegen deze bezoeken niks toe. De uiteindelijke Chinese beslissing om Taiwan aan te vallen wordt op basis van eigen belangen genomen.
