De Chinese Wouden, dinsdag 10 december: Politburo vergadert over economie, China oefent bij Taiwan
Nieuwsbrief vervroegd met één dag, omdat ik al zoveel geschreven had. Er is téveel nieuws. Nu heeft het nog iets meer actualiteitswaarde. Ik zie morgen of er genoeg nieuws is voor de normale woensdaguitgave.
Het Politburo van de Chinese Communistische Partij is zoals gebruikelijk bijeengekomen om het over de economie te hebben voor de aanstaande jaarlijkse Centrale Conferentie voor Economisch Werk. Het persbericht van Xinhua na afloop bevatte opvallende taal.
Het monetair beleid (geldvoorraad, rente, etc.), voorheen ‘prudent’, is nu voor het eerst sinds de financiële crisis ‘moderately loose’. Het fiscale beleid (overheidsuitgaven/stimulans consumptie) gaat van ‘proactive’ naar ‘more proactive’. De econoom Michael Pettis legde op Twitter en Bluesky uit dat monetair beleid nooit het probleem van Peking is geweest – er is altijd juist te veel makkelijk geld geweest. De uitdaging is om het op de juiste plek te krijgen.
Daarom legt Pettis ook de nadruk op de tweede belangrijke mededeling: de vaststelling dat volgend jaar men consumptie krachtig moet stimuleren en de efficiëntie van investeringen verbeteren. De eerste zou dus kunnen duiden op de langverwachte stimulans, maar belangrijker is het verbeteren van de efficiëntie, d.w.z. doelgerichtheid van de investeringen.
Vraag blijft hoe Peking dat gaat doen. Het binnenlandse sentiment blijft slecht, zoals ook blijkt uit de inflatiecijfers. Het Partijcentrum in Peking heeft altijd moeite gehad om de lagere overheden de ‘juiste’ economische beslissingen te laten nemen, wanneer die soms op de korte termijn erg tegen lokaal eigenbelang ingaan. (Vergeet niet dat onder Xi Jinping lokale partijsecretarissen naar mijn herinnering maar gemiddeld 2,5 jaar op een plek zitten.) Niet onbelangrijk is daarom het deel van de Politburovergadering dat niet over economie maar over partijdiscipline ging, kort vertaald door mij in de sectie ‘China binnenland’.
Daarnaast blijft Peking worstelen met het feit dat China, zonder meer binnenlandse consumptie van de juiste hoogwaardige goederen, alleen maar afhankelijker wordt van buitenlandse absorptie van de Chinese fabrieksproductie. Juist op dit moment gaan er in meer en meer landen stemmen op voor protectionistische maatregelen en industriepolitiek. De golf van goedkope Chinese producten is een gevaar voor de industrie en werkgelegenheid van zijn handelspartners.
In de tien punten die het persbericht noemt, zie ik daar echter geen worsteling mee. Punten 1 (monetair/fiscaal beleid) en 2 (consumptie/investeringen) zijn al besproken, maar daarnaast wijst punt 4 weer op de Nieuwsoortige Productiekrachten (New Quality Productive Forces). Dat wijst op de hoogwaardige technologieën die de Chinese economie naar een hoger plan zouden moeten tillen om de economische tegenstellingen die ik in de vrijdagse nieuwsbrief vertaalde te overspringen. Wie gaat echter al die elektrische auto’s kopen straks?
Ondertussen escaleert namelijk de economische oorlog. China kondigt een mededingingsonderzoek aan naar het Amerikaanse Nvidia. Ik heb daarnaast een hele sectie opgetuigd op basis van berichtgeving over leveringsproblemen voor de drones die zo essentieel zijn voor Oekraïne. De Chinese exportcontrolemaatregelen beginnen nu problemen te veroorzaken in het Westen. Niet alleen voor drones… Het wordt winter.
De verwachte Chinese militaire bewegingen na het bezoek aan de VS door Taiwans president Lai Ching-te lijken te zijn gekomen. Ze zien er alleen heel anders uit dan de eerdere oefeningen Joint Sword-2024A en B. Er is geen propagandaoffensief van Chinese zijde en de Taiwanese kant wil het nog niet per se ‘oefening’ noemen. De aangekondigde oefengebieden liggen voor de kust van de Chinese provincies Fujian en Zhejiang, niet rondom Taiwan en. Het schijnt dat het Taiwanese ministerie van defensie nu publiceert omdat er gebieden in de Straat van Taiwan – niet over de middenlijn – liggen, maar dat er 28–30 november al gebieden waren meer noordelijk.
Toch zeggen commentatoren dat het niet onschuldig is. De schaal zou groot zijn en bovendien gericht op het laten zien van de dominantie van het Chinese Volksbevrijdingsleger (PLA) binnen de zogeheten ‘eerste eilandenketen’ waar Taiwan onderdeel van uitmaakt. Als de Verenigde Staten en Japan betekenisvol in willen grijpen in het geval van een Chinese invasie van Taiwan, zullen ze binnen die eerste eilandketen – lopend van Japan via Taiwan tot de Filipijnen en Zuid-Chinese Zee – militair actief moeten zijn. Peking heeft miljarden geïnvesteerd in zogeheten Anti-Access/Area-Denial (A2/AD)-technieken waarmee de strijdkrachten effectief buitenstaanders buiten kunnen houden.

De eerste twee punten verwijzen naar termen die gaan over de centrale rol van Xi Jinping en de noodzaak om naar hem te luisteren. De Twee Vestigen (Two Establishes) gaan om het vestigen van Xi als de kern van de Partij en zijn gedachtegoed als de gids. De Twee Waarborgen (Two Upholds) zijn in de beginselen van de Partij verankerd gaan om het waarborgen van de Xi als de kern van het Partijcentrum en de Partij en het waarborgen van het centrale gezag van het Partijcentrum.
De CCDI wordt in de pers vaak beschreven als de corruptiewaakhond van de CCP. De inspectie is echter ook verantwoordelijk voor partijdiscipline. De opsomming hierboven laat zien dat er nog altijd werk aan de winkel is om te zorgen dat men Xi gehoorzaamd.

Vertaald en aangeprezen door de bekende Chinese invloedswerker Wang Zichen op zijn Substack, inclusief een niet-afwijzende antwoord op een vraag van Chinese staatsmedia (dus geen toeval) naar de nieuwe denktank tijdens een persconferentie op 27 november van China’s Taiwan Affairs Office: ‘As long as there is recognition that both sides of the strait belong to one China, there are no obstacles to dialogue and communication with any political parties, groups, or individuals in Taiwan.’
Inhoudelijks is er niks nieuws aan het voorstel van Wang. Soortgelijke voorstellen zijn decennia geleden al gedaan door bijv. president Lee Teng-hui en recent door Chinese nationalisten als Zheng Yongnian. Daarnaast lijkt een expliciete erkenning dat Taiwan onder dezelfde soevereiniteit valt als de Volksrepubliek China mij een stap terug, een stap die bovendien onaanvaardbaar zou zijn voor de meeste Taiwanezen. Een recente peiling liet zien dat meer dan negentig procent van de respondenten de ROC/Taiwan beschouwt als land.
Wang was parlementsvoorzitter tijdens het presidentschap van partijgenoot Ma Ying-jeou (2008–16), met wie hij gebrouilleerd was. Hun rivaliteit hielp de bezetting van het parlement door de Zonnebloembeweging in 2014 mogelijk maken. Ma is nog erg dominant binnen de KMT m.b.t. China-beleid. Wang niet. Dit zou ook onderdeel kunnen zijn van een strijd binnen de KMT.

Dit soort voorstellen zouden tot minder ophef leiden, als ze niet onderdeel waren van een patroon van maatregelen die gezamenlijk de Taiwanese gereedschapskist om zich te weren tegen China verzwakken en de KMT niet zo vaak met Peking sprak.

Je kunt argumenten bedenken waarom de regering wat moet doen aan de activiteiten van Ma en zijn stichting met China, maar weet niet of deze casus de beste aanleiding en vorm is.
