De Chinese Wouden, 24 maart: Chinese vredesmacht in Oekraïne?, CDF, Hongkongse rechtstaat
Volgens bronnen van de Duitse krant Welt am Sonntag zouden Chinese diplomaten in Brussel peilen naar de mogelijkheden voor Chinese deelname aan een vredesmacht in Oekraïne. Peking zou geloven dat dit initiatief bij zou kunnen dragen aan het versoepelen van de Russische positie. Gezien de overeenkomsten in de visie van Moskou en Peking op regionale orde zou dat kunnen kloppen. De vraag is of Europa hierop zit te wachten.
In Peking opende premier Li Qiang het China Development Forum. Hij had een duidelijke boodschap voor deze bijeenkomst gericht op buitenlandse zakenlieden. China verwelkomt buitenlandse bedrijven met open armen. In deze onzekere tijden is China een baken van stabiliteit. Juist door met China zaken te doen ga je risico’s tegen.
Li belooft dat Peking garant zal staan voor vrijhandel en leveringsketens. Dat kun je niet los zien van de bedreiging die beschermende maatregelen vormen voor de Chinese economische plannen – beschermende maatregelen die ook in het Mondiale Zuiden opduiken. China moet kunnen blijven exporteren voor het plan van Xi. De angst is dat meer bedrijven vanwege mogelijke toekomstige beperkingen nu al kiezen voor een China+-model en productie deels verhuizen.
Een ander risico voor bedrijven is te vinden in Hong Kong. De poging van Trump tot economische dwang stuit op de Chinese partijstaat en haar nationalisme. Een commentaar in de CCP-gecontroleerde Hongkongse krant Ta Kung Pao ventileert interessante opvattingen over de rechtstaat. N.a.v. de verkoop van een verzameling buitenlandse havens door het Hongkongse CK Hutchinson – waaronder de twee gewraakte in Panama – schrijft de krant dat ook zonder duidelijke wettekst je een wet kunt overtreden. De nationale veiligheid en ‘ontwikkelingsbelangen’ van China zijn fundamentele principes die niet ongestraft geschaad mogen worden.
De manier waarop de verkoop van de havens nu tegen wrijving aanloopt, laat zien hoe de decentrale controle van de partijstaat uitpakt in de praktijk. Ik schreef eerder voor Jamestown al over de ‘Leninist leash’. Het is mogelijk voor het centrum om aan de touwen te trekken, maar in de praktijk opereren mensen lokaal het grootst deel van de tijd onder instructie van beleid en slogans. Tot er ineens aandacht komt. Deze correctie achteraf doet natuurlijk wel de vraag opkomen, of de Amerikaanse beschuldigingen van bewuste militaire gedachten achter de twee containerterminals in Panama helemaal terecht waren. Heeft CK Hutchinson de havens zonder expliciete toestemming in de verkoop heeft gedaan of maant de ophef achteraf de Partij tot actie? In ieder geval is het niet goed nieuws voor claims dat Chinese bedrijven onafhankelijk (kunnen) opereren.

De staatsveiligheid en het recht op ontwikkeling van de Volksrepubliek China zijn fundamentele juridische. Deze principes overtreden – door bijvoorbeeld het land verkopen voor egoïstische zakelijke belangen – is ook een wetsovertreding, waarop sancties passend zijn.
