De Chinese Wouden, 11 maart: Twee Zittingen
De Twee Zittingen zijn bijna weer voorbij. Tot nu toe zijn er geen grote verrassingen geweest. De jaarlijkse parlementszitting heeft vooral twee zaken geaccentueerd: de toegenomen ondergeschiktheid van de staat aan de Partij en de focus op high-tech en nieuwe industrie als toekomst van de Chinese economie.
Het verdwijnen van de gebruikelijke persconferentie van de premier is van belangrijke symbolische waarde. De vragen en antwoorden werden toch al voorgekookt – dus met angst voor ongemakkelijke confrontaties heeft het niks te maken. Premier Li Qiang is niet onbelangrijk of incompetent, maar hij is simpelweg niet de nummer 2 die zelfs voorganger Li Keqiang niet echt meer was.
De enige overgebleven baas Xi Jinping zette zelf de toon met de focus op de zogeheten Nieuwe Productieve Krachten 新质生产力 xīn zhí shēngchǎnlì. Ook ministers geven aan dat Peking meer arbeiders wil die via beroepsonderwijs geschikt zijn voor de high-tech-industrie. China ziet natuurlijk de enorme successen die het boekt in de productie van groene technologie, elektrische auto’s, etc. Ongetwijfeld zal Europa moeten leren omgaan met het feit dat in veel essentiële technologieën van de toekomst China de leider is.
Dat neemt niet weg, dat er ook nog grote problemen zijn. Bij het doornemen van Straight Talk on Trade van Dani Rodrik vandaag kwam ik langs zijn opmerking dat bij industrialisatie ontwikkelende landen traditioneel altijd groeiende ongelijkheid voor de kiezen kregen. Het probleem is volgens Rodrik dat het segment van de beroepsbevolking met lage productiviteit in nieuwe ontwikkelende landen niet meer krimpt en zelfs uitbreidt.
Scott Rozelle en anderen wijzen al langer op het bestaan van dit probleem specifiek in China. De groep industrieën waar Xi en co op in zitten groeit inderdaad nog en de arbeiders daarin worden ook welvarender. Tegelijkertijd neemt de informele economie ook toe en daarmee dus ook het deel van de beroepsbevolking dat niet meegaat in de stijgende welvaart. Dit heeft ook gevolgen voor de onder schulden begraven lokale overheden waar ze wonen.
We gaan de komende tijd dus een China tegemoet dat tegelijkertijd belangrijker en zelfs onmisbaarder wordt voor de wereld, maar ook ongelijker en dus volatieler. Als echte marxisten zullen de partijleiders deze contradictie ook opmerken. De vraag is of de politieke centralisatie onder Xi en de Partij juist helpt om de controle te houden, of juist essentiële mogelijkheden voor correctie en het afschuiven van de schuld heeft doen verdwijnen.

De presentatieslide die ik zag had misschien wat tactvoller gekund. Dit is echter niet de manier om dat op te lossen. De druk van commerciële logica geeft de groeiende klasse van bedrijfskundige types op universiteiten al langer meer een meer mogelijkheden om academisch werk te verstoren. In het geval van Chinese studenten brengt meebuigen met het lawaai van enkele jeugdige nationalistische studenten door volwassen bestuurders juist mensen in gevaar. Niet alleen beknot de universitaire bureaucratie hiermee de academische vrijheid van álle betrokken academici en studenten, ook zorgt de verwachting van succes bij protest dat autoriteiten in China meer ingrepen zullen verwachten van Chinese studenten in het buitenland. Gebrek aan protest bij ‘foute’ inhoud kan dan sneller door Peking worden gezien als medeplichtigheid i.p.v. force majeure.
