De Chinese Wouden, vrijdag 12 april: overcapaciteit, Indo-Pacific
Het woord van het moment is ‘overcapaciteit’. De Europese Commissie is benauwd voor onze industrie, kijkend naar de golf van Chinese zonnepanelen, windturbines en elektrische auto’s die op ons af komen. Peking is boos op de onderzoeken en het ‘sinofobische’ concept.
Onder experts woedt ook een discussie. Die wordt bemoeilijkt door definitietwisten. In de economische wetenschap hangt overcapaciteit af van de bezettingsgraad van de fabrieken in een industrie. Andere mensen kijken echter naar het verschil in vraag en aanbod of de gevolgen voor banen. Dan zijn er ook nog mensen die menen dat het enorme aanbod aan groene technologieën uit China juist een voordeel is, gezien de klimaatuitdagingen die ons te wachten staan.
De meest overtuigende uitleg weergave van het probleem gaat mijns inziens uit van de enorme grootte van de Chinese markt.
Er is gewoon heel erg veel productiecapaciteit in China. Die capaciteit is misschien wel echt en inmiddels uiterst competitief, maar die is opgebouwd met het brede scala aan formele en informele staatssteun die de partijstaat mogelijk maakt. De Chinese markt is zo groot, dat een relatief klein overschot gelijk al grote verschuivingen in de wereldeconomie veroorzaakt.
Een strict economische benadering van het probleem is te beperkend. Zoals bij zoveel uitdagingen loopt Peking ook hier tegen het feit aan, dat Chinees gedrag elders politieke problemen veroorzaakt. Peking gaat al te snel voorbij aan implicaties voor economische kracht en nationale veiligheid die het andersom wel uiterst serieus neemt.
Maar los van alle andere argument, het is ook gewoon niet mogelijk voor de Europese regeringen om bijvoorbeeld de autoindustrie hier om te laten vallen. Het gaat om miljoenen werknemers en dus ook miljoenen kiezers. Dat heeft meer met praktische politiek dan met abstracte eerlijkheid te maken.
Japan liep eerder tegen zulke problemen aan in de Verenigde Staten. Hier kwam een politieke oplossing voor: het opende autofabrieken in de VS. Dit soort deals komen vaker voor. Peking zou er goed aan doen om niet alleen maar trots van de toren te blazen hoe superieur de concurrentiekracht en het innovatievermogen van Chinese bedrijven zouden zijn, maar daar lessen uit te trekken.

Mijns inziens is de ontmoeting een relatief non-event in de Taiwanese politiek. Het is vooral relevant in de Chinese binnenlandse propaganda – zoals sommige mensen opmerkten helpt het Peking bij de claim dat het de situatie in de hand heeft.
