De Chinese Wouden, maandag 6 mei: Xi in Europa, Macron, Filipijnen
Voordat we naar het bezoek van Xi aan Europa gaan, wil ik eerst wijzen op twee verhalen. In het Amsterdamse universiteitsblad Folia vertellen Chinese studenten over manieren waarop de Chinese partijstaat ervoor zorgt dat ze zelfs in Nederland bedreigd worden. Op de Franse publieke omroep was een uitzending over een poging van de Chinese autoriteiten om met hulp van een vermeend ‘police service station’ een jong dissident te arresteren ín Frankrijk en mee te nemen naar China.
Het is mijn overtuiging dat de aard van de Chinese staat belangrijker is voor de richting die de Europese betrekkingen met het land op gaan dan de wederzijdse belangen die we elkaar toekennen. Daarom vandaag een iets stevigere, meer opiniërende opening.
In Europa gaan er vaak stemmen op, die roepen dat de economische en politieke belangen aan beide kanten te groot zijn. Peking zou dus ook uiteindelijk geen belang hebben bij het verstoren van de balans. Maar de manier waarop China zelf de belangen van anderen omschrijft, zou als waarschuwing moeten dienen. Peking claimt namelijk continu dat Taiwan en de Filipijnen hun eigen belangen zouden dienen door hun nationale veiligheid op te offeren aan Chinese claims. Peking claimt dat Europa geen fundamentele conflicten heeft met China, niet begrijpend dat steun voor Rusland en dumping zorgt voor oprechte zorgen in Europa.
Alleen al om te begrijpen hoe verschillend de wereldbeelden zijn, is het belangrijk om de teksten die uit Peking komen zelf door te nemen – zoals Steve Tsang uitlegt in een mooi interview in de Volkskrant gelinkt in deze nieuwsbrief. Als wij klagen, dat Peking ons belangen in de mond legt, dan moeten we ook uitkijken dat ook wij niet onze eigen afwegingen aan China toeschrijven.
Het Chinese politieke systeem werkt heel anders. Mensen die daarin opereren, doen wat logisch is voor iemand op hun specifieke stoel binnen het leninistische systeem. Ik zoek momenteel nog naar een outlet voor een stukje waar ik aan het werken ben om de implicaties daarvan voor het buitenlandbeleid uit te leggen. Maar ik zou iedereen aanraden om het bezoek van Xi Jinping in de leninistische context te plaatsen.
Xi gaat naar Frankrijk, naar Hongarije en naar Servië. Waarom? Laten we gewoon kijken naar wat Peking zegt en doet. Frankrijk, zo wil de officiële pers, is een medestander in het verkrijgen van een multipolaire orde – d.w.z. los van de VS. Charles de Gaulle wordt al maandenlang gevierd in de Chinese staatsmedia. Dictatorvriendelijk Hongarije is een model voor de manier waarop Peking graag ziet dat Europa zich tot China verhoudt. In Servië is Xi Jinping aanwezig op het 25-jarig jubileum van het Amerikaanse (NAVO-)bombardement van de Chinese ambassade in Belgrado, een moment dat het gebruikt om de hypocrisie en oorlogszuchtigheid aan te tonen van de alliantie die nu Oekraïne overeind houdt.
Wat voor visie voor de organisatie van de wereld spreekt daaruit? Er is een reden dat Bill Bishop steeds weer Mao Zedong aanhaalt: cast away illusions, prepare for struggle. Struggle is een favoriet woord van Xi. Het lijkt erop dat de Europese Commissie dit inmiddels doorheeft. De vraag is of Brussel niet steeds weer door de lidstaten ondermijnd zal worden.
